He has chaired and served on numerous ATS accreditation visiting committees since 1989. His work focuses largely on the administration of the accrediting work of the Commission on Accrediting and staff support to accreditation visiting committees.

He came to ATS from Nazarene Theological Seminary in Kansas City, Missouri, where he has held a number of administrative positions since 1978. At Nazarene, he has served as head librarian and professor of theological bibliography, director of institutional research and assessment, and dean of administration. As dean of administration, he was the chief financial officer and chief operations officer of the school.

An Episcopal (Anglican) priest, Miller majored in religion at Indiana Wesleyan University. In addition to theological bibliography, he has taught Financial Management for Christian Ministry, Introduction to Christian Theology, the Leadership Seminar in the DMin program, and courses on denominational history, polity, and missions for a range of nonNazarene students at the seminary. He has also taught in graduate level business administration programs, including online courses.

He is the author of Holiness Works: A Bibliography (Nazarene Publishing House, 1986) and was the editor of the initial three volumes of the Journal of Religious & Theological Information (Haworth Press, 1993–1998). Miller maintains memberships in the American Theological Library Association, Association for the Study of Higher Education, Evangelical Theological Society, Church of England Record Society, The Bibliographical Society, and Wesleyan Theological Society.

He and his wife, Brenda, are the parents of two children and two grandchildren.
